1. Safety
Plans, directs, supervises, and controls a sound, comprehensive and effective safety program covering the SITV compound and everything within it. Evaluates the effectiveness of the safety programs and updates the program when needed. Reviews accident reports prepared by Safety Officers/Inspectors. Ensures that all safety precautions are applied at the Terminal. Inspects regularly the premises for fire hazards.
Promulgates and enforces safety rules and regulations regarding the safe and efficient handling and/or stacking of containers, segregation and storage of declared dangerous goods, and the smooth flow of traffic inside and outside the terminal. Enforces the strict observance of the Fire Preventive measures in accordance with the Fire Code of Vietnam. Investigates and prepares reports on accidents, unsealed containers, pilferages, unsatisfied deliveries, surveys of damaged cargoes, and damages on facilities and equipment.
2. Port Facility Security
- Maintain a proper security management system to cope with the ISPS requirements
- Manage discipline of Security contractor
- Conduct annual ISPS audit from Vietnam Marine
- Conduct Quarterly ISPS drill and one exercise with Coach Guard/ VM
- Conduct inspection / review
- Manage admin building security / Car park management
- Vehicle and pedestrian access control management
- PASS & vehicle PERMIT management
- CCTV / key /patrol management
Principal Duties:
Directs the conduct of investigations concerning fatal or serious accidents and other incidents, including the survey of damaged cargo and equipment, reviews the accident and/or incident reports prepared by the Safety Officers/Inspectors as well as the corrective measures instituted by all concerned to eliminate the causes of accidents
Determines the safety training needs of the Employees, particularly the Equipment Operators. Formulates training programs.
Conducts lectures on dock work safety.
Conducts orientation seminars to newly hired Employees specifically regarding terminal safety.
Supervises the activities of the Disaster Brigade. Administers training on the followings aspects:
a. Basic first aid training
b. Basic life support (CPR) training
c. Fire prevention and control
d. Proper ways to operate fire extinguisher
e. Proper ways to handle, advance and layout fire houses
f. Proper ways to operate the hydrant and the fire pump
g. Others
Plans, organizes, and implements safety programs on matters pertaining to the proper stacking and the safe handling and storage of cargoes as well as the effective traffic flow inside the terminal;
a. Sets Standard Operating Procedures for the safety of the equipments to be used by the terminal Personnel.
b. Recommends provisions for safety in the handling and storage of cargo.
c. Implements the traffic regulations inside the terminal.
Conducts the regular inspection/monitoring of vessels carrying dangerous cargoes as per TLT regulations. Performs the routine inspection on all dangerous cargoes stored in warehouses and checks for proper segregation procedures.
Inspects regularly all buildings, facilities and equipment to determine their viability and other defects to be able to update and or recommend further provisions for safety.
Performs safety inspections inside the Terminal with regards to housekeeping and submits the corresponding reports.
Enforces the Terminal speed limits and other traffic restrictions.
Prepares traffic infringement notices.
Immediately investigates traffic accidents on-the-spot and submits reports at once regarding any accident/incident that occurred inside the terminal.
Conducts safety inspections on work practices, the handling and storage of containers and general cargoes.
Performs other duties that the Department Manager may direct from time to time.
